Standing orders are rubric that regulates councillor’s conducts in council meeting. These standing orders in a local authority are governed by many statutes and the major one being the Urban Council Act [chapter 29.15]. The list of rules and regulations form the basis of procedures that include among many, voting on a motion, notices of meetings, points of order, limitations of speeches in a motion, dress code and acceptable language to mention but a few. The main aim of Victoria Falls Municipality standing orders of council meetings is to direct and enforce consistence in conduct so that there is mutual understanding between council members and the desired conclusion in any matter is reached.
His Worship the Mayor is described as the first citizen of the town and sits at the helm of the policy making body of the local authority i.e. the council. Section 64 of the Urban Council Act [chapter 29.15] articulates some of the roles of the mayor which includes presiding at all council meetings, signing official documents of council, making public statements on behalf of council and among others. In the event that the mayor is absent the deputy mayor assumes and performs the functions of the mayor
A councillor is a part of local system of government and his or her main work is to be actively involved in the policy process for his or her area. A councillor is also a facilitator, trouble shooter, representative of a constituency to mention but a few.
Finance and development committee-it is responsible for regulating the financial affairs of the council in accordance with the standing orders and by laws of the council.
Health, housing, liquor undertaking and community services committee-is responsible for health institutions, child welfare and social welfare.
Environmental management and technical service committee-is responsible for all municipal matters that includes parks, surveys, nature reserves, open spaces etc.
General purposes committee-is responsible for HR recruitment, training and development, formulation of municipal standing orders and amendment of municipal bylaws.
Audit committee-it inquires into and report upon the finances of the council, its assets and human resources.
Procurement board committee- arranges tenders and make recommendations to council for acceptance of tenders and procurement of goods and materials.
